Definition:
Client wants the Mkconfig executable to, when creating a new config set for a
n agent with an instance, write the intance name as the file name automatical
ly. Client wants this to be the default output for the mkconfig application.

If you have to specify the instance name when you create the config set

if you dont specifiy a file name why does it not default to the instance

name.
