Definition:
It is very helpful if workload can send a console message for jobs
that has run for more than its average run time(plus a given
number - user specified)

Client pointed that some jobs do not have must start/complete time
specified since they don't know when the jobs will start/complete,
for example, jobs are waiting for their predecessors.
Sometimes for some reason, these jobs have stucked in start status
for many hours and there is no message for operators to
know about it.
It is very helpful if workload can send a console message for jobs
that has run for more than its average run time(plus a given
number - user specified)
