Definition:
They would like for their Event Agents to do local suppression in case of
message storms. This way, their Event Console does not get slammed with
messages. See issue 12738309, in which a UNIX Event Agent started producing
thousands of messages per second, flooding their Console.

Spinoff of issue 12738309, in which a UNIX Event Agent started producing
thousands of messages per second, flooding the Hummingbird Console. How
to avoid this in the future?

I discussed this with Ed + Rick Carlson...said I would look at potential
workarounds further on this.

Only workaround thus far...create a MRA to run locally on the Agent. It
